Why is the lowest Challenger below the cutoff?

Tiers only change at the update, so a Challenger who loses LP keeps the tier until the next one.

Does the cutoff change during the day?

Riot's line does not: nobody changes tier between updates. Our estimate of the next one keeps moving until then.
