Once a day, soon after midnight Paris time. Expect it an hour later once the clocks change on 25 October.

Why is the lowest Grandmaster below the cutoff?

Tiers only change at the update, so a Grandmaster who loses LP keeps the tier until the next one.

Does the cutoff change during the day?

Riot's line does not: nobody changes tier between updates. Our estimate of the next one keeps moving until then.
