Why is the lowest Grandmaster below the cutoff?

Tiers only change at the update. Grandmasters keep losing LP until the next one: the lowest now has 200 LP, about 200 under the line.

Does the cutoff change during the day?

Riot's line does not: nobody changes tier between updates. Our estimate of the next one keeps moving until then.
